History/Summary of Barcelona Wine Bar & Restaurant Essay

When Andy Pforzheimer was in college, he took a road trip to New Orleans that would change his life. While discussing the city’s eclectic dining with locals, a chef challenged Pforzheimer to go to France to discover what cooking is all about. Decades after listen to the chef’s word, Andy Pforzheimer is a renowned chef cause he has been a restaurant professional for over 30 years. He owned his own catering and consulting business. After that he opened the first Barcelona Wine bar & Restaurant become Co-founder, a collection of seven wine and snack bars in Connecticut and Atlanta. A graduate of Harvard University, he is responsible for the company’s overall growth and execution. Barcelona Restaurant Group proud itself on being â€Å"anti chain,† means different place different foods and serves. When customers dine at any Barcelona Restaurants, they will experience the local color and personal touch of neighborhood eatery in Milan, SoHo and so on. At Barcelona, life is all about authentic cuisine, excellent service and good time. In order to delivering the special dining experience, Barcelona Restaurant Group realizes requires a unique approach to restaurant management. Barcelona Restaurant Group gives employees the freedom and control they need to imprint customers. The mutual trust Barcelona places in workers is obvious during weekly staff meetings. They will share the info/knowledge or argue with someone like employees argue with managers during weekly staff meetings. Andy Pforzheimer always mixes it up with employees, and the dialogue gets touchy at times. He said that he interested in having other people’s opinions thrown at him, like managers who talk back, and like people who self start. Besides, Scott Lawton, Barcelona’s chief operating officer(COO) that joined In 2006. With its corporate office based in South Norwalk, CT, Scott helps oversee the development, day to day operations and personnel recruitment for the restaurant’s seven locations. He underscores that Barcelona’s success depend on the mature initiative of employees. It was because, we just give some basic guideline as to what our philosophy is what our beliefs are, but we have to trust the employees to work within those limit and make the correct choice. In refusing to micromanage every single behavior of employees, Barcelona willing to take risk to give power to the employees and allowed them to make decision that other restaurant establishment would rather prevent. Lawton known that you are actually limiting your ability to get better because they might not always make the choice that I would make, but sometimes they will make the better one. To give the employees a right answer to every question is impossible. While the Barcelona’s concern about the wait staff, they make the staff clear customer is the primary concern, everything else is secondary to that. Lawton agrees and he adds that Barcelona’s insistence on service rarity leads to high contentment among employees. In conclusion, if we can empower employees to make guest satisfaction, they are going to earn money, the vibe of restaurant is going to be a ton of fun, everybody’s going to enjoy the work, and they are happy, because that is a byproduct.

Marvell vs Herrick

Youth comes around once in a lifetime and it’s not something you can save for later. â€Å"To His Coy Mistress† by Andrew Marvell and â€Å"To the Virgins, To Make Much of Time† by Robert Herrick portray the underlying theme of carpe diem or â€Å"seize the day,† enjoying life to the fullest. Both of these poems mainly try to pursue women who have grand beauty to realize the advantage of their good looks when young, before time takes a toll on their beauty.Both poets use their words to convince someone to act, in this case to savor youth, virginity and beauty; they are trying to convince young virgins to live life to the fullest potential. Marvell and Herrick poems share the same theme and central belief but have different audience and use different ways to express their ideas. Both poems use carpe diem as their major theme. Herrick's poem portrays carpe diem by citing the shortness of life and persuading young women to marry and enjoy life taking advantag e before death takes its turn.He says â€Å"gather ye rosebuds while ye may, old time is still a-flying†, which shows that the virgins in this case referred to as rosebuds are just beginning to live and don’t have any experience yet, but time flies and one ages fast by so it’s better to enjoy the good years while there is time (Herrick 1-2). Carpe diem is used from the beginning In Marvell’s poem, â€Å"Had we but world enough, and time this coyness, lady, were no crime† saying that even though he wants all the time in the world to spend with her, there isn't enough so she is committing a crime by making him wait for her virginity (Marvell 1-2).By stating to live life to its fullest potential he wants to persuade his mistress to a sexual relationship. â€Å"To The Virgins, to Make Much of Time† uses the meaning of carpe diem by encouraging young women to make use of their time by finding love while young and getting married before they get o ld and lose their beauty. Marvell and Herrick encourage young women to seize the day and don’t pass up chances since opportunities are hard to find. Marvell and Herrick’s poems share a central belief that young virgins should not wait to have sex because nobody knows what the future holds.Both poets want to idealize that tomorrow may never come, so it’s better to do it now and not wait because of coyness. They use death and getting old as the excuse to not lose time and make use of virginity when young. Marvell tries to lure a woman into sleeping with him by using time as a defense to experience pleasure now, he tells her that time is running out and â€Å"Now let us sports us while we may, and now, like amorous birds of prey† making use of their strength and youth to consummate their love (Marvell 37-38). He tries to convince the mistress that it is better to have sex now than to save her virginity for the future.Herrick recommends to all virgins to make use of the youth and to find love and enjoy life’s pleasures because old age is near. He emphasizes to not waste time as he feels women are their best at their prime, when they are young and untainted saying â€Å"then be no coy, but use your time, and, while ye may, go marry†(Herrick 13-14). The idea in both poems is to take advantage of being young and beautiful because times flies and people get old sooner than later. Marvell and Herrick dedicate the poems to a different audience. Marvell is writing specially to his mistress trying to woo her with promises of everlasting love.Herrick however, dedicates his poem to young virgins and wants to give them the idea of marriage while love and flesh is young to not have to suffer in the later years of life and not be lonely. In the beginning of To His Coy Mistress†, Marvell praises his woman writing how her modesty wouldn’t affect them if time was not an issue, but it is. He states she is a virgin because she is coy and later begins to diminish her ideals and beauty with aging and death saying â€Å"then worms shall try that long-preserved virginity, and your quaint honor turn to dust,† to state there is no reason for her to keep her virginity till the grave (Marvell 27-29) .Everything in Marvell’s poem is about his wishes to enjoy sexual pleasure with this woman and does everything in his power to scare her of dying without having sex first. Herrick’s poem is about the urgency and duty for the virgins to go forth and marry while young and beautiful before everything is loss with time and old age, warning them of the sufferings that come if they fail to listen to his advice. Marvell and Herrick use different ways to express their ideas on the poems.In â€Å"To the Virgins, To Make Much of Time,† Herrick uses a rather short poem to make his point short and simple versus the long and descriptive â€Å"To His Coy Mistress† by Marvell. Herrick focuses in an optimistic look to take advantage of youth and has basic and warmth imagery to state that beauty fades over the years and the effects of wasting time. On the other hand, Marvell’s poem is more detailed, beautiful and at the same time dark to suggest the mistress she shouldn't waste her youth and virginity while she is at the prime of her life.He uses ugly and realistic ideas to snap the mistress out the notion of eternal love to finally lure her to make love with him and make time the last thing on their minds. Marvell is more in-depth and emotional while Herrick is calm and regretful. Both poems compare to each other by using the underlying theme of carpe diem, making the most of each moment before old age and beauty disappears. Marvell is very emotional and persuasive while Herrick is less personal giving useful advice to young people. Humanism and the Renaissance + Protestant Reformation Essay

The later Middle Ages is characterized as a time of great transition and advancement, especially pertaining to areas of politics, economics, art and intellect. A new trend towards the pursuit of new knowledge and ideas first emerged in fifteenth century Renaissance Italy. This new area of intellect marks the emergence of humanism, which essentially came to be the defining characteristic leading up to the Scientific Revolution in the eighteenth century. The Protestant Reformation can be seen as the second catalyst to the Scientific Revolution, which occurred around the turn of the fifteenth century. It was the combination of the expansion of humanism first witnessed during the Renaissance creating the desire for knowledge, greater meaning and ultimate truths, with the power gained on part of the individual during the Protestant Reformation allowing for the pursuit of these new questions and ideas which, at the time, opposed existing knowledge that was universally accepted to be true; this combination ultimately culminated in the methods, principles, knowledge and foundations realized during the Scientific Revolution. The Renaissance is a seen a distinct period of time emerging in the beginning of the fifteenth century, immediately following what is now termed the Middle Ages. First manifesting itself in Italy, it is considered â€Å"a period which witnessed transition from the medieval to the modern age, that is to say, the latter part of the fifteenth and the beginning of the sixteenth century† (Bishop, 130).[i] Renaissance literally means â€Å"rebirth,† referring to the rebirth of antiquity, or Greco-Roman civilization. Prior to this, â€Å"the advanced knowledge of the natural world possessed by the ancient Greeks meant little to the Romans, and for a long time that knowledge went into decline,† – this is, until now (Henry, 557).[ii] Many aspects of life were greatly impacted, including areas of politics, economics, art and intellect. This new outlook sparked the initiation of a movement toward greater education. Education was seen as the key to living a prosperous and fulfilled life. In particular, the importance of liberal studies was widely agreed upon. Several key events during this time allowed for the spread of knowledge, creating the â€Å"beckoning toward wider horizons† (Buttimer, 11).[iii] For example, the invention of the printing press encouraged the printing of books, which culminated in scholarly research. Additionally, there was a greater availability to the lay people than ever before; previously, there was simply no access to such information. A historian describes this occurrence: â€Å"alien tongues and races have been drawn together, and have learned once again to understand each other’s speech, and to enter into each other’s thought† (Bishop, 131).[iv] Intellect and education began bringing people together who otherwise would not have ever circulated his or her new ideas and thoughts. Some individuals in particular are credited with the fact that â€Å"the reforms enacted were substantial. At an increasing number of Northern universities, Greek became a regular subject and specialists were hired to teach it. Old Textbooks †¦ were abandoned after having been used for centuries and were replaced with products of humanism† (Nauert, 429).[v] Among the individuals most recognized for their impact on this time in history exists Desiderius Erasmus. Inarguably, Erasmus can be seen as a perfect demonstration of a humanist. â€Å"Erasmus was before all else a scholar and a humanist. He was filled with a genuine enthusiasm for learning† (Bishop, 137).[vi] It was this motivated spirit that drove the culmination of the humanistic movement. Intellect and scholarly research was greatly dedicated to religion. Erasmus â€Å"insisted that the dialectic method of the academic theologians had produced a theological science that concentrated on trivial, abstruse questions of little or no real value to the needs of the church† (Nauert, 431).[vii] This argument became the basis for much of Erasmus’ highly esteemed, accredited work; he was â€Å"determined to defend [his] status as orthodox Catholic† (Nauert, 431).[viii] Soon, modern humanists greatest opposition was the church. Many criticized Erasmus, believing that he â€Å"lacked theological training and hence had neither a legal nor an intellectual right to speak and publish on questions involving theology and the Bible† (Nauert, 431).[ix] Until this point in my discussion thus far, not much opposition has been mentioned. It is very important and essential to note that this new topic of new knowledge created extreme amounts of tension, ultimately culminating in the Protestant Reformation. At the same as scholars such as Erasmus, Bacon and Galileo emerged, â€Å"scholastic theologians arrogantly sat back and issued condemnations,† which greatly hindered the advancement of intellect (Nauert, 431).[x] Clearly established thus far was the recently renewed desire for new knowledge; in response, many new education establishments received great support and ideas began to circulate. In order for the continuing and pursuit of the ever evolving goals of humanists, there needed to be some change that would allow for this. This is one contributing factor to Erasmus’ dedication to reforming the church. Conflicts among humanists and scholars â€Å"reflect[ed] a disharmony that is fundamental,† and furthermore came to define â€Å"the dispute over academic competency and ‘exacerbation of the debate during the Reformation’ as the two forces† behind the matter (Nauert, 432).[xi] By this point in time it was seen as a necessity that religion be transformed. Among several attempts throughout history, â€Å"the Protestant Reformation is the only attempt that was successfully institutionalized† (Bellah, 369).[xii] So much work thus far had been the foundational truth: â€Å"scholastic philosophers and theologians spent long years acquiring the skills of dialectical argumentation and familiarity with the opinions of the past authorities, both ancient and medieval† (Nauert, 433).[xiii] It would take great influence to override these criticisms, but Erasmus laid the foundation for Martin Luther. â€Å"Erasmus’ pains were those of a delicate body and a sensitive and intellectual mind, amid surrounds which were uncongenial and indeed fatal to any humane culture† (Bishop, 135).[xiv] Whereas this was so, â€Å"Luther’s misery arose from the pains and travail of his moral nature in his endeavor to find peace with God† (Bishop, 135).[xv] For, it was â€Å"out of these throes of conscience a great religious movement was to be born† (Bishop, 135).[xvi] It was the combination of the significant influence witnessed having been imparted by Erasmus and Martin Luther that finally instigated the long time coming Protestant Reformation. The Protestant Reformation was the main event occurring during the Renaissance that allowed for the institutionalizing of knowledge and new ways of obtaining and exploring it. The defining characteristic concerning the Protestant Reformation is â€Å"the collapse of the hierarchical structuring of both this and the other world† (Bellah, 368).[xvii] It was the leadership of modern intellectuals, or humanists, such as Erasmus and Luther that proved to be a catalyst to the movement: â€Å"Luther by a spiritual declaration of independence in which he boldly cast off, once and forever the ecclesiastical authority of Rome† (Bellah, 370).[xviii] It was the consistency marked by the motivation of the ever evolving humanists, with the newly found sense of confidence toward the ability to influence society that culminated in the beginnings of the Scientific Revolution. â€Å"During the late Middle Ages ,the application of natural philosophy logic to theology transformed it into an analytic discipline. The extraordinary nature of this transformation is manifested when we see the kinds of questions that were routinely discussed in the average theological treatise.†[xix] The humanists’ demands for answers and unceasing attitudes at the time finally paid off. Prior to the Protestant Revolution, the many attempts of humanists to voice their opinion and freely explore their new interests without having to fear the authorities. Historians have â€Å"emphasized human attitudes and values† in this fight for intellectual freedom† (Buttimer, 5).[xx] The Protestant Reformation as a continuation of the beginnings of the humanism movement paved the way for the Scientific Revolution. â€Å"Before science could have reached the stage it did in the seventeenth century, there had to be a widespread use of reason and reasoned analysis. The medieval universities supplied the intellectual context for all of Western Europe. They developed a new approach to nature† (Grant, 420).[xxi] The new religious organization allowed for intellectuals and humanists of the time to truly pursue their ideas that were in opposition to previously existing knowledge that had been universally accepted as being true. Overall this culmination of the split between Church and State, the power granted to the individual due to the Protestant Reformation, and the defining characteristics of humanism during the Renaissance were the leading factors in the birth of the Scientific Revolution. Intellectuals in the seventeenth century soon came to view the world and universe as never before. For example, it was now known that rather than existing in an earth-centered universe, they were in fact living in a sun-centered universe. Famous figures in history existing at this time continued the already established tradition, and were able to impart great influence. These figures include, but are not limited to, Galileo, Francis Bacon, Rene Descartes, and Isaac Newton. There emerged a shift from thinking the abstract, such subjects that previous philosophers had once been dedicated to, to pondering and experimenting the physical world around them. Prior to this time, Aristotle, Galen and Ptolemy were relied on for foundations concerning the fields of physics, medicine, and astronomy. Just as there were certain individuals and movements that laid the foundations previously, there are also those researchers who were responsible for the carrying on of life into the Scientific Revolution. â€Å"It remained for Galileo, however, to apply the mean speed theorem to the motion of real falling bodies and to devise and experiment to determine if bodies really fall with uniform acceleration. Thus began the new science of mechanics and the beginnings of modern physics† (Grant, 421).[xxii] Before Galileo was even able to begin his investigations concerning the previous, it was essential that the events and transformations during the fifteenth to sixteenth centuries occurred. More modern discoveries attributed to the seventeenth century and furthermore during the Enlightenment, would have been seriously delayed had this transformation not occurred. People were finally granted the power, and discovered a new found sense of confidence when it came to the pursuit of new kn owledge and ideas. If it had not been for this fight, individuals like Galileo would have had this job to do themselves. It is important to note that the culmination of the Scientific Revolution did â€Å"originate with the great scientific minds of the sixteenth and seventeenth centuries, from the likes of Copernicus, Galileo, Kepler, and Newton† (Grant, 421).[xxiii] Furthermore, this historian in particular states that â€Å"although it is possible to insist that the full-blown concept of intertia did not appear before Newton, there can be no denying that Galileo, Pierre Gassendi, and Descartes played a role in opposing the Aristotelian concept that everything that moves must be continuously moved by something else and in suggesting instead that once something was moving perhaps it might simply carry on moving until something else stopped it† (Henry, 554).[xxiv] Several important foundations for the study of nature, and in general life at its core, were products of the Renaissance, Protestant Reformation, and ultimately the Scientific Revolution. If it were not for the perseverance of humanists, and their sense of devotion, the advancements included in the Scientific Revolution may have not come for some time down the road. One of the most important outcomes that is still used as a basis today for scientific experimentation is the scientific method. â€Å"The scientific method is such that, whatever the weaknesses of human endeavor, scientific truths will steadily emerge and will come to be recognized and established as a matter of inevitability† (Henry, 555).[xxv] In a way, Henry’s definition of the scientific method can be seen as already applying to the transformation that created it. ———————– ENDNOTES: [i] Bishop, W. Clara had a vision of herself walking and talking with Jesus, who she loved and trusted all her days and she was able to tell Jesus, how the white people mistreated her, through her life, and shortly after she pasted on to heaven. The narrative expression in the story spoke of details explaining the old ladies appearance, the wording pictured her as poor, and did the best she could when it came to her appearance, and the narrator told the story as if we were in her shoes, making me as a reader to fill pity on the old lady. The narration also expressed the fact that Ms. Clara the old woman was a former slave who raised a generations of white children, who grew to be adults and they still showed her little to no respect (underlying theme); Where they should have been very appreciative, but because this was a time of segregation in the United states, a time when the whites and blacks live separate lives. Clara still praised Jesus in the white church, the Jesus who she knows as white, she never lost her faith, but the white people in the church who knew her kicked her out of the church, they unknowingly contributed to her losing her life. Examining The Flooding Effects In Gambia Environmental Sciences Essay Floods have been a major natural disaster, affecting the Gambia over the last decade. It effects has been a cause for concern, because the Gambia is situated in the low lying coast and it has a low capacity in resolving the problems on floods. As a result of the rising sea levels, along with excess rainfall and high tides, the Gambias river reaches its flood stage, causing flooding and inundation. According to UNFCCC (2007), the Gambia is part of the worlds most vulnerable countries, that are prone to the effects of sea level rise and the countrys has a few resources to reduce the risks, it poses for the future. The aim of this report is to understand the impacts of sea level rise on river flood and also, to understand its consequences for the flood risk management in Gambia. Geography and Demography The Gambia, being the smallest country in the African continent, has an area of 11,000 km (NEA, 2010). Studies from the UNEP(no date) claim that, about one third of its surface area is covered by the Gambias river with marsh lands along its banks. Its river originates from the Futa Djallon highlands in Guinea, bisecting the country into a narrow strip of land, approximately 400 km long and 30 km wide on both sides of Gambia (see Figure 1). Gambia is bordered on all sides, by the Republic of Senegal and on the west, by the Atlantic Ocean (GOTG, 2008). Figure 1: Map of the Gambia ( Jaiteh and Saho, 2006) Climate and population The Gambias climate is known to be subtropical, with dry seasons from November to May, and wet seasons from June to October. Rainfalls and tides are known to be the key factors that influence the rivers flows, as the rainfall ranges from 850-1,200 mm per annum (NEA,2010). However, over the past decades, there has been massive outbreaks of drought due to low rainfall patterns. As a result, relatively little vegetation cover, has increased the vulnerability of severe floods, because of inadequate permeable surfaces. During the wet seasons, the excess rainfalls, is the period when the overflow of the river banks and into the floodplains, reaches its peak (GOTG, 2008). The Gambias population is now estimated at 1.36 million (Jaiteh and Saho, 2006) with a density of over 130 persons/km2 (UNDP, 2000). A study by Columbia University(2007) claim that almost 62% of the population, residing outside the 10 meter elevation of the coastal areas, are at risk of coastal flooding, and they are susceptible to the effects from sea level rise(see Figure 2). Also 14% of the population, living in the upper river division and the 13% of the population living in the Central river division are those, under greatest threat of river flooding. Figure 2: Population density map(Columbia Univeristy,2007) The countrys geomorphology is made up of its river, which divides the country into two separate forms of a plateau. The lower valley is up to a total land area of 39 percent and its swamps are prone to floods, thus it is only 2 km away from the river ( Jaiteh, 2008). Jaiteh (2008) states that, the countrys highest land heights are in the east of the country, although they are not above 60 meters. The areas shaded in green are those that are more prone to river floods, hence it is less than ten meters above mean sea level (see Figure 3). Correspondingly, the river flow is up to 30 percent below 10 meters above mean sea level and up to 20 percent during flood seasons (NEA, 2010) Figure 3: Elevation Map of The Gambia (Jaiteh, 2003) Flooding in The Gambia Flooding has been the most common hazard, which affected people throughout the world. Annually, 75million people are affected by flood related disasters (Coppola,2011). In Gambia, the national disaster management agency (2008-2011) reported that between 2002 and 2006, there have been 65 flood events. Human activities add to the vulnerability of flood prone areas, especially in the north bank division, deforestation and poor farming tends to reduce the soils ability to hold the flood waters, and this causes more runoffs and erosion (NEA, 2010). Floods can be considered as natural occurrence, rather than pinning it on the effects from climate change. Knuckman (2011) states that, as the catchment reaches its excess water levels, its loses its ability to restore this excess water and then flooding arises. In addition to that, Cooper and Pilkey (2004) believe that other factor listed below also contributes to the factors that trigger floods. There are three main factors that influence river floods are: Sea level Forcing: Due to the high rations between the width and length of the river estuary, Jaiteh and Sarr (2011) have claimed that, sea level rise will increase towards the inner part of the river estuary and this applies to the river Gambia due to it land along the river is flat. Wind forcing: The wind pressure has a huge impact on the water level. Reports from the Gambias meteorology office reveal that, during the last 10 years, there has been a 25cm difference in the water levels between the rainy and the dry season, due to shifts of wind speed. During the rainy season, the forces of the wind has a higher load over the rivers surface Tributary forcing: The rivers mean discharge ranges from 460-90 m3 (Leseck et al, 1980)and the impacts of the severe stream flows affects the rivers tributaries, increasing pressure on the rivers pressure.. Surface evaporation is expected to increase, and this can place additional constraints on management rules of an upstream reservoir in the country. Also, integrated Water Resources Management (IWRM) institutions faces problems associated with the water floods from sea level rise, as drainage congestion increases the height of flood levels. During wet seasons, when excess precipitation triggers the river to reach its flood stage, causing the flooded water to flow to the flood plains and unto the land (GOTG, 2008). In1999 and 2003, there was a serious flood event that occurred in Upper River and Central River Regions, affecting 13.1% of the countrys population (National disaster management agency2008-2011). The Gambias has developed a national disaster management agency in 1996, as a response strategy, to provide emergency assistance; rescue, relief and precautionary operations, for all the disasters in the country. Under this agency, there has been a framework called the strategic action plan, which provides a pathway on what actions and mechanisms to be undertaken for an effective disaster management for the Gambia. For instance, in terms of precautionary strategies of floods, this management agency provides sand bags, as flood proofing against the flood water levels during the rainy seasons. Although this process has not been effective, because during the recent floods (1999 and 2003), the forces of the flood waters has exceeded the capacity of those existing sand bags over the recent years (GOTG, 2008). A case study event: July 2010 floodings (Jaiteh and sarr 2011) In September 2010, there was an extreme flood event from heavy rainfalls; affecting 1,000 and 790 people were displaced. The National Red Cross provided financial support on those affected, whilst Red Crescent societies, were responsible for the emergency rescue and rehabilitation aid (DREF, 2010) Jallow et al(1996) carried out a research of a one meter sea level rise scenario on the coastal zone. He concluded that, 1m rise in sea level due to flooding would lead to a total land loss of 92 km ² in Banjul, because its elevation , and Banjul is built on a low lying sand spit (see Figure 4). An estimated total cost of 217 million US Dollars, worth of land could be lost, including the mangroves on St. Marys Island, and along the river banks in the north bank divisions (National Climate Committee Banjul, 2003). Figure 4: Areas susceptible of flooding with a 1 meter sea level rise (GOTG, 2007) The Gambia government has also formulated a national adaptation program of action on (NAPA) on climate change, which is under the administration of the UNFCCC. This framework was signed by the Gambia in June 2001, as a means of developing adaptations to climate change and also, to attain preventive schemes for natural disasters such as floods (Jaiteh and Sarr, 2011). Currently, there have been no existing engineering flood defenses in place, against the prevention of floods in the Gambia. According to executive director of the National disaster management agency, claimed that inadequate resources and low funding has been the countrys main stumbling block, in generating effective flood protection structures such as embankments and dykes. Mr Khan, further went on to say that, there has been ten contingency action plans, funded by the World Bank in 1998 to enhance sustainable actions for their flood risk management strategy. Effects of sea level rising in Gambia The sea level is rising due to an increased temperature from the atmosphere; which causes thermal expansions in the oceans and the melting of the ice caps( Gehrels and Long, 2008). This outcome increases the water level of the sea to rise. Reports from IPCCC(2007) claimed, that global sea level is likely to increase by 18 cm to 59 cm by 2100. In Gambia, it is believed that the sea levels could rise by 15cm to 95 cm by 2100 (UNFCCC,2007). This means that, if global warming is not monitored , the challenges of coping with extreme flood will perpetuate, which will cause future constraints to the Gambias disaster management agency. This outcome of global warming, threatens the risk of potential rivers flooding at an alarming rate in the future if there is not reduction in greenhouse gases. Rising sea levels, inundates the coastal zone, due to its low lying feature the Capital city Banjul is vulnerable to flooding it is less than one meter above mean sea level (see figure 3). It is believed that the relationship between the effects of sea level rise, is caused by the changing climate conditions and the natural occurrence of the river (Hunt,2000). For instance, at the rivers estuary, the rising water level from the sea, with heavy precipitation during the wet season increase the risks of flooding in the rivers floodplains (National Disaster Management Agency, 2008-2011). On the other hand, Jallow et al (1996) reveals that, high tides on the river estuaries, influenced by the westerly winds has also been a major factor why the river Gambia floods. Unfortunately, the tide record recorder has not been in function over the past years, for further analysis (see Table 1) Table 1: Tidal recorder table: Water levels from tide records taken in Banjul, from 1979 to 1993(Jallow et al 1996) The tide recorder above shows that, the water level has remained constant about two meters between 1979-1984, and towards the late 1980s due to low tides, there has been drastic shift between 1988 till 1993. Evidence of the high water levels can be seen in 1980, when huge river floods occurred in the central river division, accompany with heavy storm surges (Jallow et al, 1996). Conversely the NEA (2000) claimed that the tidal currents mostly influences floods in the river estuary than the coastline, thus are weaker by the coastline; Banjul, and higher up to1m/s in the rivers estuary. Figure 3: Current Elevation of Banjul (Jallow et al, 1999) Response strategies The Disaster agency mainly undertakes a disaster response and risk reduction system, than a disaster prevention scheme. In 2007, the agency formulated a risk reduction policy, called a hazards Profile of the Gambia and its Vulnerability and Capacity Assessment Report, to identify the hazards, and the potential threats it poses to the country to the country (National Disaster Management Agency 2008-2011). In 2008 the Gambia government developed a National Disaster Management Act which stressed, that the all adaptation and precautionary measures undertaken for flood preventions must be effective and capable to serve long-term purposes. Thus in the event of the 2003 flooding in Central River Division (CRD), the practical early warnings has not been efficient in alerting people before floods occurs. In the 2003 event, it was unreliable because it did not reach the entire region. Therefore, a change in its the response strategy of the monitoring systems. Post 2003 the government proposes to produce a more resourceful flood risk management plan that consists of geospatial informations to improve the monitoring services to produce positive effective warning systems. There has been a proposal to develop a mapping program to manage the rivers floodplains along central river division (NEA, 2010). Currently the UNDP in the collaboration of a National disaster management program provides project guidelines on, 1. How to review of early warning systems, 2. How to analyze management systems, in precautionary measures and 3. The provision of regular feedbacks to those responsible stakeholders (NEA, 2010). International response The United nations has recommended to the local government to develop artificial channels such as canals and build dams as mechanisms against flood. More over, the government has been has been reluctant, on these developments, especially dams, as they can cause the changes in the course of the river and its establishment, has not been financially viable. The UNDP support to the Gambia on floods, encourages a capacity building approach, in which grassroots development, enhances the local community with skills on planting mangroves around there neighborhood, as preparation plans to deal with the flood waters before flood occurrence (UNDP,2000). Recently, the UN International Strategy for Disaster Reduction (UNISDR) provided technical support to the Gambias assessment of the national institutional framework for the national program of Action. This was not been supportive because it has not clearly indicate areas prone to river flooding, induced sea level rise, to provide accurate analysis on research to cope with the risks from both sea level and flooding.
